      "reason": "Partners share a system, not each other. A single co-branded page that quotes another partner rate ends the trust that the whole arrangement runs on.",
      "violation": "The piece is pulled from wherever it reached, the release is logged as a breach in the changelog, and the route that produced it is suspended pending review."

      "rule": "Where the decisions log and the data disagree, the decision wins and is used, and the disagreement is filed as a numbered question the same day. The data is not edited to match.",
      "reason": "People decide with context the files do not hold. The point of the log is to keep that context from being quietly overwritten by whatever the spreadsheet says this week.",
      "violation": "Any output that followed the data over a live decision is rebuilt, and the person who made the decision is told that their decision was passed over."

      "rule": "A decision in the LOCKED state changes only when the person who made it, or a named delegate, changes it in writing. No volume of requests, no deadline, and no new data unlocks it.",
      "reason": "Locking exists so the same argument does not get relitigated every time somebody new asks. If a request could unlock it, the lock would mean nothing.",
      "violation": "The request is refused with the article number and the decision id, the attempt is recorded against the decision, and the requester is pointed at the person who can change it."

      "rule": "A source past its review date may still be used, but the answer says which source was stale and by how long. It is never used silently.",
      "reason": "Refusing to answer from a stale file makes the system useless in the weeks before a review. Answering from it without saying so makes the system untrustworthy for good.",
      "violation": "The answer is reissued with the caution attached, and the source is moved to the top of the review queue."

      "rule": "A wrong entry in any log stays where it is. The correction is a new dated entry that names the entry it corrects and says what was wrong. Nothing is edited in place to hide a mistake.",
      "reason": "A log that only records successes cannot be audited, because there is no way to tell a clean history from a tidied one. The corrections are the evidence that the log is kept honestly.",
      "violation": "A silent edit is itself logged as a correction against the person or agent who made it, and the original value is restored from the previous build."

      "rule": "Every file has exactly one route that may write to it. A request that needs a second file changed hands off to the route that owns that file instead of writing across the line.",

      "violation": "The cross write is reverted from the previous build, and the route that reached across is corrected before it runs again."

      "rule": "Approved material is copied into the work zone to be worked on. Nothing is moved out of the approved tree, and a promotion into it writes a dated archive copy of what it replaced.",
